NEW BEDFORD — One of the co-conspirators in Operation Ghost, a massive police investigation into a Greater New Bedford fentanyl trafficking network, was ordered held without bail on Friday, court records say.
Heather Cabral, 38, of 152 Bluefield St., New Bedford, was found dangerous and ordered held without bail for the next four months at the Bristol County House of Correction as she awaits trial. She is charged with conspiracy to traffic fentanyl.
Judge Katie Rayburn found Cabral dangerous and determined that she be held without bail, court records say. The judge also ordered Cabral to have no contact with the other co-defendants. Her case is continued until May 24 for a probable cause hearing.
Police have arrested a total of 12 people since April 30 in the large-scale fentanyl investigation, which began in June of last year.
Cabral’s hearing was held done on paper exhibits — police reports, five photos, a transcript of phone conversations between her and another co-conspirator, the arrest warrant and affidavit, video surveillance, her Board of Probation record and a letter of support and a letter of employment. The letters were ordered impounded by the judge.
Police intercepted several phone calls and text messages between Orlando Badillo and Cabral on April 26, four days before the arrests, according to court documents. Badillo, 40, of New Bedford is identified in court documents as the leader of the criminal conspiracy, which was known as the Orlando Badillo Drug Trafficking Organization. He is charged with trafficking fentanyl and conspiracy to traffic fentanyl and faces a dangerousness hearing May 9 in New Bedford District Court.
According to court records, Badillo coordinated meetings between Cabral and two other co-conspirators. “In each of these meetings Heather Cabral either received or distributed quantities of fentanyl at the instruction of Orlando Badillo,” court records say.
In other court action involving members of the drug conspiracy, David Luna, 37, of 124 Arlington St., Apartment 2N, New Bedford, was arraigned on charges of trafficking in fentanyl and conspiracy to traffic fentanyl. Luna is described in court documents as Badillo’s most trusted drug runner.
Judge Douglas J. Darnbrough granted Bristol County prosecutors’ request to hold Luna without bail for a dangerousness hearing on May 10 in New Bedford District Court, according to court records.
