A draft of a confidential memo from the Internal Revenue Service says that the tax agency must abide by requests for records from the House Ways and Means Committee. Treasury Secretary Steven Mnuchin testified before Congress on Wednesday and downplayed the memo, saying it doesn’t determine the department’s policy.
