Confidential draft memo argues IRS must deliver tax returns to Congress

A draft of a confidential memo from the Internal Revenue Service says that the tax agency must abide by requests for records from the House Ways and Means Committee. Treasury Secretary Steven Mnuchin testified before Congress on Wednesday and downplayed the memo, saying it doesn’t determine the department’s policy.

Jeff Stein, who reports on policy for The Post and first uncovered the draft memo, discusses the escalating fight over President Trump’s tax returns.

Annie Donaldson, the former White House counsel’s chief of staff, has been described by friends and colleagues as loyal, hard-working and low-profile.

But now she’s center stage. Her notes figured heavily in special counsel Robert S. Mueller III’s report, and Tuesday she was subpoenaed by Congress.

Post investigative reporter Carol Leonnig says Donaldson’s notes may be the closest thing the Mueller report has to the Nixon tapes.
