MUMBAI: Investigations into the seizure of drugs, initially identified as the banned Fentanyl, worth Rs 1,000 crore, found that the semi-finished powder could have been enough to manufacture 3.8 crore tablets worth Rs 6,900 crore. This could be the biggest seizure by the anti-narcotics cell (ANC). The accused had purchased the raw material (1-Phenethyl-4-Piperidone) from a Rajkot firm for Rs 50 lakh. Police got a tip-off that main accused, Saleem Dola, was doing the rounds of the international airport, ready to pay Rs 50 lakh to send the consignment to Mexico.
ANC, while submitting the forensic analysis report of the seized drug, attached reports of the Department of Justice, US Attorney’s office, District of Massachusetts in a US drug seizure case. The US report had stated that 19 million Fentanyl tablets worth $570 million could be theoretically yielded from 50kg of 1-Phenethyl-4-Piperidone. DCP (ANC) Shivdeep Lande, who led the operation, said they were investigating the case and trying to nab the accused.
ANC sent the seized samples to Kalina Forensic Science Laboratory for analysis and the report showed the white powder was 1-Phenethyl-4-Piperidone, brought under the list of banned items in February last year. ANC on December 26 arrested Dola, Chandramani Tiwari (41), Sandeep Tiwari (38) and Dhanshyam Saroj (43). Police had made the seizure from a car at Subhasnagar, Vakola, Santacruz. Waseem Abrehani and Shivkumar Dubey are wanted in the case.
“Dola was arrested by Narcotics Control Bureau (Mumbai) in 1998 for possessing 4,000 Mandrax tablets. He was arrested in 2013 in another case by ANC for possessing 80kg charas. In 2017, DRI (Delhi) arrested him for manufacturing gutkha, but he was released on bail in January 2018. “We learnt that Dola was doing the rounds of the airport, talking to several people. He was ready to pay Rs 50 lakh to anyone who would help him send the consignment abroad. This is when we started working on the case and we nabbed him,” added an officer.
Police said the consignment was to be sent by air to Mexican company, Vesuvius, through Ortec International Trading House, an Indian company. “The suspects had prepared fake letterheads of the firm and forged the signature of Ortec International office-bearers, used it address, and other details to show the firm was exporting the consignment under the fake name of Organic Sacha Inchi powder,” said an official. Police found that Vesuvius deals in furniture.
When ANC summoned Jawaherlal Chopra, owner of Ortec, for an inquiry, he told police that KYC copies, like the letterhead, packing list and invoice of his firm, were forged. Hence, ANC added sections of cheating and forgery in the case. Earlier, the FIR had sections of the Narcotic Drugs and Psychotropic Substances Act (NDPS).
