Lowell trio held in fentanyl trafficking

LOWELL — Three Lowell residents arrested Thursday on fentanyl-trafficking charges were held following their arraignments in Lowell District Court Friday.

Glenn Burns, 46, Glenn Vigeant, 53, and Tracy Vigeant, 47, were arrested after police searched their apartment at 225 Branch St. on the second floor.

According to court documents, police witnessed 26-year-old Robert Bernoth meet with Tracy Vigeant at her apartment. Bernoth took a Lyft to the 7-Eleven convenience store on Gorham Street, and police followed him to confront him about his meeting with Tracy Vigeant. Bernoth cooperated with police, handing over a tied bag of 10.2 grams of fentanyl, which he said he purchased from Tracy Vigeant for $220. Bernoth was able to identify Tracy Vigeant for police from a police booking photo.

When police returned to 225 Branch St., Tracy Vigeant was leaving to walk to the liquor store in Dover Square. A detective approached her to let her know she was under arrest. She reportedly was in possession of two bags of fentanyl, weighing approximately 9.8 grams.

“Based on our previous observations along with the large quantity of fentanyl on Tracy’s person I formed the opinion that the fentanyl on Tracy’s person was intended for distribution,” read the police narrative submitted by Detective David Lally.

Police again returned to the apartment, where Burns and Glenn Vigeant were. Burns handed over a glassine bag of five bags of fentanyl, weighing nearly 18 grams.

Police found two end tied bags of fentanyl, one end tied bag of fentanyl in a pill container, a folded piece of paper containing fentanyl, a box of sandwich bags, two digital scales and Burns’ wallet containing $1,346, according to the police narrative in the court documents.

In the search, police also found a .22-caliber Butler Deringer style handgun. During the arraignment, Glenn Vigeant’s attorney said he indicated the gun was a BB gun.

“Based upon the discovery of packaging and a digital scale located in the living room directly next to Tracy and Glenn’s sleeping area I formed the opinion that the fentanyl located on the living room table and in the couch was intended for distribution and not personal use,” the police narrative read.

Tracy Vigeant was charged with possession of more than 10 grams of fentanyl, possession of a firearm without a firearm identification card, improper storage of a firearm and two counts of possession of a Class A substance for distribution.

Burns was charged with trafficking more than 10 grams of fentanyl.

Burns was held without bail pending a dangerousness hearing and is due back in court for a detention hearing on Feb. 21. Glenn Vigeant was held on $5,000 cash bail or $50,000 bond and is due back in court for a probable-cause hearing on March 15. Tracy Vigeant was held on $10,000 cash bail or $100,000 bond and is also due back for a probable-cause hearing on March 15.
