Burns, whom a federal grand jury indicted in December, did not intent to kill his victims, but he was aware of how potent the drug was and that it could lead to overdoses, Griesbach said.

The Winnebago County Sheriff’s Office and New London, Appleton and Neenah police departments investigated the case.
