Police nab two suspected of selling fentanyl-laced heroin

NORWALK — A man and a woman were arrested Tuesday after a months-long investigation into a suspected heroin dealing operation, police said.

Norwalk’s Special Services Division opened the investigation in February when they learned that Kasmin Armstrong, 25, of North Bishop Avenue, Bridgeport, and Laquan Stovall, 28, of Henry Street, New Haven, were dealing fentanyl-laced heroin, police said.

On Tuesday, a narcotics sale was arranged in the area of St. Johns Street and East Avenue, during which time the police arrested the two.

Police said they recovered 16 glassine envelopes containing heroin and 5.7 grams of loose heroin — both of which contained fentanyl. Four individually wrapped pieces of crack cocaine was also seized, police said.

Stovall and Armstrong were each charged with sale of a controlled substance, possession of a controlled substance, possession of a controlled substance within 1,500 feet of a school and conspiracy to sell a controlled substance within 1,500 feet of a school. Both were held on $150,000 bonds and given a court dates of April 18.

Police said they are still investigating whether any of the drugs allegedly sold by the two were involved in any recent overdoses.

“Anytime someone is caught with a heroin with fentanyl in it, we take it very seriously,” Lt. Marc Lepore, commander of the Special Services Unit, said.
