Woman charged in New Bedford’s ‘Operation Ghost’ found dangerous, ordered held – News – southcoasttoday.com

NEW BEDFORD — One of the conspirators in a New Bedford-based fentanyl trafficking organization was found dangerous Wednesday and ordered held without bail for four months awaiting trial, court records say.

The dangerousness hearing for Lisa M. Telfair, 57, of Melville Towers, 850 Pleasant St., Apartment 1025, was the first of many pre-trial detention hearings that are scheduled in the next two weeks for the 11 people arrested Tuesday in a multi-agency police action called Operation Ghost.

Judge Katie Rayburn found Telfair to be dangerous and ordered her held wthout bail at the pre-trial detention hearing held in New Bedford District Court, according to court documents.

Telfair is charged with trafficking in fentanyl and conspiracy to traffic in fentanyl, court records say.

On Tuesday, police investigators executed 12 search warrants in connection with Operation Ghost and seized a safe containing over 4,000 grams of fentanyl that had been packaged for distribution from Telfair’s residence, according to court documents.

Investigators believe that Orlando Badillo, 40, of New Bedford, the leader of the drug conspiracy, had purchased the fentanyl from Robert Peguero, 48, of New Bedford, the network’s supplier, court records state. Badillo and Peguero were arrested Tuesday and are charged with trafficking fentanyl and conspiracy to traffic fentanyl.

The 4,000 grams of fentanyl was originally stored in Elizabeth Andrews’ apartment at 35 Green St., Fairhaven, “with her knowledge and consent,” court records say. Andrews distributed it by directing Heather Cabral to transport portions of the fentanyl to drug runners and move the remainder to Telfair’s apartment “with her knowledge and consent” when Andrews “no longer wanted it in her apartment.”

Andrews, 31, was arrested Tuesday and is charged with conspiracy to traffic fentanyl and is being held without bail for a dangerousness hearing May 8 in New Bedford District Court. Cabral, 38, of New Bedford was also arrested Tuesday and is charged with conspiracy to traffic fentanyl. She is being held without bail for a dangerousness hearing Friday in New Bedford District Court.
